Can an iPad help develop fine motor skills?

In my opinion, absolutely.

Some children really struggle with handwriting and fine motor skills generally. Whilst there are lots of low tech ways you can help (making things with playdoh, cutting shapes out, threading beads, playing with lego, scrunching up paper, etc.) using an iPad can definitely be beneficial.

For one, the low friction of the screen reduces the 'white knuckle' that some children get when mark making or writing from gripping the pen or pencil too hard. For another, the emotional pressure is reduced - there won't be a permenant record of their efforts. They  can try again without worrying too much about it.

Using a finger is a good starting point. Using a stylus is the next step. It promotes the development of a functional pen grip.

A chunky stylus like the cosmonaut is what I often recomment as it is easy to hold and is quite responsive.

Sticky screens can be a hinderance, so make sure they are kept as clean as possible.

There are lots of handwriting apps available. My personal favourite is Writing Wizard. I've made a few videos about this app on my YouTube channel.

Another good app for promoting touch / fine motor skills is the My Play suite of iPad apps. They encourage interaction, dragging, tapping, investigating. They can also be a good source of learning vocabulary or talking about common places, like the shops or hospital.
